By connecting this instrument to one end of a co-axial cable, would I be able to accurately determine the distance to a break in buried coaxial cable, where the cable may have been severed.

Yes. The Faultcaster can determine the distance to fault on COAX cable, and on other cable types as well, up to a distance of 2000m (around 6000ft).
